Depends on the stiffness of the existing torsion bars. Generally you have +/- 1.5" of adjustment in the torsion bars, maybe a bit more.

Depends again on the vehicle, you may get more or less than the height of the spacers, generally 1:1 ratio:

Most trucks and 4Runners are set at the factory to about 13.5" - 14" from the top of the rim to the fender lip. You can adjust the bars up to a measurement of 15" (not including any installed lift) with only a slight loss of ride comfort.
